With over 35 years of expertise in digital transformation, e-governance, and public policy, I have devoted my career to driving the integration of technology within governance frameworks. Throughout this journey, I’ve had the privilege of collaborating with globally recognized organizations such as the United Nations Development Program (UNDP), the World Bank, and industry leaders like SAP and Microsoft, to bring innovative solutions to the governance and public policy sectors. Currently, I am leading two prestigious, self-sourced projects at the Indian Institute of Public Administration (IIPA): 1. Assessing the Scheme of Financial Assistance for Setting up of Electronics and ICT Academies for the Ministry of Electronics and Information Technology (MeitY), Government of India. 2. Designing, developing, and implementing the District Good Governance Index (DGGI) for the state of Uttar Pradesh. As a Professor of e-Governance and ICT and the Lead Coordinator of the Centre of e-Governance at IIPA, I have been deeply involved in shaping India’s digital landscape, advising ministries and government departments as part of the Sectoral Group of Secretaries (SGOS-9) to envision India’s governance trajectory under India @2047.This role focuses on integrating citizen-centric approaches and leveraging digital technologies to transform public service delivery. Over the years, I have contributed to India’s Digital India initiative and Smart Cities mission, and my work has extended internationally, with presentations at leading institutions such as Georgia Tech University and Pantheon-Sorbonne. Additionally, I have published over 93 papers on topics ranging from artificial intelligence governance to cybersecurity and public administration. My passion lies in creating digital ecosystems that prioritize inclusivity, transparency, and efficiency. Whether it's evaluating the socio-economic impact of SAP’s ERP solutions on the Sustainable Development Goals (SDGs)or spearheading digital transformation initiatives, my mission is to build governance structures that are future-ready, equitable, and innovative. Looking ahead, I remain committed to fostering collaboration between the public sector and technology to ensure sustainable, impactful governance that meets the needs of all citizens.
